Chris Hall Named Frances Perkins Award Recipient

ROUND POND, Maine, March 27, 2024 – Chris Hall, former Maine legislator and retired Bristol town administrator, has been chosen by the Lincoln County Democratic Committee (LCDC) to receive the 2024 Frances Perkins Award. The award will be presented Saturday, May 4, at a reception, 4:30-6 p.m. in Round Pond.

Named for Frances Perkins of Newcastle, who served as labor secretary through all three terms of Franklin D. Roosevelt’s presidency, the biennial award recognizes Democrats who, over an extended period of time in their personal and professional lives in Lincoln County, exemplify Frances Perkins’ commitment to community service and dedication to Democratic ideals of fairness and equity.

“We are thrilled to honor Chris with the Frances Perkins Award,” said LCDC Chair Kelli Whitlock Burton. “Chris’s career-long commitment to public service here in Lincoln County, at the Maine State House, and beyond is evidence of his dedication to the very values Frances Perkins herself embodied.”

“I’m both honored and humbled by this recognition,” Hall said when informed of the committee’s selection. “We were a merry band of renegades–LCDC back-in-the-day–but the organization we built has stood the test of time. Many of my colleagues from that time–Catherine Chasse, John Field, Betsy Wooster–have passed on, but their legacy, and the legacy of Frances Perkins, lives on in this award and in the work that LCDC does to support Democratic candidates for office. I am truly moved to be recognized with such august company.”

Hall, born in Coventry, England, came to the U.S. as an exchange student at University of Maine at Augusta and then returned to the U.S. after earning a doctorate in the history of arms control from Oxford University. From 1980-1995, Hall worked in the mining and steel industries. He then worked as a consultant with state agencies, municipalities, ports, and airports, advising on transportation logistics and economics. During that time, Hall became interested in public policy and then, politics.

He served as chair of the Maine Democratic Party from 1996-98 and was a delegate to the Democratic National Convention that nominated President Bill Clinton for his second term. Hall was elected to the Maine House of Representatives in 2000 and the Maine Senate in 2002. While in office, Hall sponsored legislation that established Efficiency Maine, a quasi-governmental agency that promotes energy efficiency strategies across the entire spectrum of users. From healthcare to hospitality and multi-family to manufacturing, the agency provides information, grants guidance, and resources for Mainers of every economic and social strata.
